. The purpose of this study is to assess the opinion of the graduate students of public administration about merging of the Sport Organization with the Youth Organization and establishing the Ministry of Sport and Youth Affairs. In this study, three method were used including phenomenographic, pathological and factor analysis. An open-end questionnaire was distributed among all graduate students of the various fields of public administration in Allameh Tabatabae University asking the advantages and limitations of the formation of the Ministry of Sport and Youth Affairs and whether it is in consistent with the sections 10, 21 and 25 of General Public Policies. In addition, in order to test the reliability of the findings, triangulation and multiple analyses were used.
